Water/Wastewater Assistant Manager
City of Flowery Branch


This position is responsible for operating the water and wastewater treatment plant and performing laboratory analysis.


Checks for proper functioning of all pumps, motors, valves, and meters.
Collects composite samples; performs pH, dissolved oxygen, trace elements, and other tests.
Checks for proper sludge blanket depth, color, and odor.
Adjusts chemical feeds as needed; changes chemical feed containers; removes solids.
Changes filters, cleans basins, and troubleshoots problems.
Records all data in lab books; transfers all pertinent information to spreadsheet reports; generates consumer confidence reports.
Maintains all lab equipment; maintains inventory of lab supplies; sterilizes equipment.
Totals time cards; maintains records of vacation, holiday, and sick leave time for all subordinate employees.
Types memos, letters, procedures, and other communications.
Directs plant operations and supervises the work of department personnel in the absence of the Water & Wastewater Director.
Creates work schedules for employees.
Schedules chemical deliveries and sludge handling.
Coordinates plant operations with contractors.
Collects samples in accordance with laws and regulations for water system and wastewater treatment.
Helps employees with training and education for higher licenses.
Trains new employees on standards operating procedures for various equipment and analyses.
Communicates with vendors to get competitive prices for equipment, tools, and chemicals.
Performs evaluations on subordinates.
Handles customer complaints.
Performs related duties as assigned.


Knowledge of water system operations and wastewater systems.
Knowledge of the handling and application of chemicals necessary to maintain a safe water supply and wastewater treatment.
Knowledge of standard laboratory principles, techniques, equipment, and materials.
Knowledge of water and wastewater treatment plant operations.
Knowledge of water and wastewater laboratory procedures.
Skill in basic chemistry and biology.
Skill in performing standard laboratory-related mathematical calculations.
Skill in operating laboratory equipment.
Skill in the use of water analysis equipment.
Skill in oral and written communication.


The Water & Wastewater Director assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.


Guidelines include relevant state and federal laws and regulations, plant operation policies, and standard laboratory practices. These guidelines require judgment, selection, and interpretation in application.


The work consists of varied water and wastewater analysis and treatment duties. Inclement weather, varying waste streams, and permit requirements contribute to the complexity of the position.
The purpose of this position is to ensure that all water entering the distribution systems meets state and federal requirements. Success in this position helps ensure a safe wastewater treatment system and water supply.


Contacts are typically with co-workers, City Clerk, City Hall office personnel, City Manager, Building Inspector, Director of Planning & Development, Finance Director, Public Works department, outside vendors, engineers, contractors, and regulatory agency.
Contacts are typically to provide services and to give or exchange information.


The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes a sense of smell.
The work is typically performed in an office, library, computer room, a very noisy place, outdoors, and occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases or irritating chemicals. The work may require the use of protective devices such as masks, goggles, and gloves.


This position has direct supervision over Water/Wastewater Inspector (1), Water/Wastewater Operator (2), and Water/Wastewater Maintenance Worker (1).


Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
Possession of or ability to readily obtain state certification as a water or wastewater laboratory analyst as appropriate.
